Semiconductor technologies have become essential not only to modern electronics but also across all industrial sectors. Meanwhile, with its explosive growth, artificial intelligence (AI) represents the key driving force for industrial innovation. When combined, semiconductor and AI complement each other and will unleash profound transformation across every facet of society.
Taiwan's Chip-Based Industrial Innovation Program (CbI), launched by the Government in 2024, aims to accelerate the integration of IC and AI technologies. On the one hand, it strengthens and consolidates Taiwan’s global leadership in semiconductor design and manufacturing. On the other hand, it paves the way for AI-driven innovation across all industrial sectors. The program aims to support large enterprises as well as small businesses.
Four Strategic Themes
■ Leverage AI and Chips to Drive Industrial Innovation
The CbI program identifies specific needs and entry points for different industrial sectors to adopt AI and chip technologies. It builds computing infrastructure to accelerate innovation, enhances the efficiency of large language model (LLM) training and inference, standardizes scalable platforms and tools, and develops suitable AI service models. CbI also customizes AI solutions for diverse industries, enabling broader adoption and driving transformation for businesses all over Taiwan.
■ Cultivate Global Multidisciplinary Talent
Talent development is a key mission of the CbI program. In collaboration with industry, academia, and research institutes, CbI fosters talents with multidisciplinary expertise to meet the demands of rapidly evolving AI and chip technologies. CbI also upgrades teaching environments and has established a hub of nationwide semiconductor laboratories with shared equipment for education and research. Planned pilot lines include heterogeneous integration, sensor integration, emerging memory, atomic-scale processing, and next-generation semiconductor technologies. All these services are also available to international students, researchers, and startup teams from abroad.
■Develop Enabling Technologies for a Sustainable Ecosystem
The CbI program enhances advanced chip design capabilities and supports the development of innovative devices, circuits, and systems to build a sustainable semiconductor ecosystem. CBI also funds heterogeneous-integration–driven fast prototyping, a key enabling technology that allows chips and sensors to be integrated efficiently for novel functionalities. This end-to-end prototyping service significantly shortens the R&D cycle. Finally, the CbI program also established facilities that help develop atomic-scale semiconductor processing technologies, essential for advancing the semiconductor industry into the next generation.
■ Position Taiwan as the Global Hub for IC Startups
With its comprehensive semiconductor ecosystem, Taiwan is becoming a prime destination for global IC entrepreneurs. Through the CbI program, international talent can access services in IC design, fast prototyping, pilot production, and fundraising to realize their innovations in Taiwan. By fostering a vibrant startup environment and accelerating development, Taiwan is well-positioned to become the world’s leading hub for IC design startups.
